The Foundation is governed by an independent Council, which oversees all donations.

Each year the BHS Foundation reinvests donated funds, generating interest, which is then drawn down on to support Ballarat Health Service's key strategic goals. Reinvestment of these funds ensures that your gift will provide patients with the best possible facilities, equipment, surgical expertise and access to research, long into the future.

Chairman of the Board - Lindsay Florence 
Appointed June 2012

Lindsay Florence is a retired Superintendent of Police and current Rotarian. Awarded the Australian Police Medal and Paul Harris Fellow, for services to the community. He has a Bachelor of Arts in Criminal Justice Administration, Graduate Diploma in Public Administration. He brings experience covering Ethical Standards and Community Engagement to the Foundation along with a desire to contribute to the local community.


Vice Chairperson - Mark Patterson 
Appointed July 2007

Mark is Executive Manager - Sport and Active Living at the City of Ballarat. Formerly a long standing AFL sports administrator and board member of BHS, where his understanding and ongoing passion to support the foundation was created . Mark is also Chairman and board member of Keystone Radiology, and a board member of Ballarat and Clarendon College.

Treasurer - Shane Bicknell  
Appointed October 2005

Shane joined the Foundation to provide his business and accounting skills to the Ballarat community in the area of health.

Shane founded Ballarat-based Bicknells Accountants in 1998. He is a chartered accountant, an accredited Mindshop Facilitator and an active committee member of several Little Athletics clubs including Ballarat and Buninyong.


Member - Sarah Birtles 
Appointed December 2016

Sarah is a Clinical Nurse Educator at Ballarat Health Services and President of the Ballarat Base Hospital Trained Nurses League. Sarah has worked in education and as a clinical nurse and midwife in a variety of health care settings and universities.

Sarah believes that Ballarat Health Services can be a principal health care service in Victoria. She is proud to work at BHS and to be a member of the Foundation, as she believes the Foundation is beneficial for all our consumers.

“The Foundation supports the needs and expectations of BHS and the broader community by providing funds for facilities and equipment, much of which cannot be provided by government funding alone. It has been integral in significant fundraising efforts and in assisting groups and individuals at BHS with fundraising for specific items”.


Member - George Fong   
Appointed October 2005

George is currently Executive Director of local Internet company Lateral Plains. After practicing shipping and admiralty law in Singapore, George moved to Australia in 1987 to lecture at what is now Federation University. 

He co-founded NetConnect Communications in 1994, one of the first regional ISPs in Australia and has over 30 years of IT experience in teaching, management and consultancy, focusing on regional telecommunications.



He is past Chair of the Internet Australia, a chapter of the global Internet Society, and is a Council member and former Deputy Chancellor of Federation University Australia. George is also Chair of the Central Highlands Regional Partnership and a member of the Victorian Government’s Regional Development Advisory Group. He is Immediate Past Chair of the BHS Foundation


Member - Peter McCracken
Appointed September 1993

Peter is retired solicitor. In his younger days he played football for South Melbourne. He is a past president of the Foundation and the longest serving current member.
