There is an obligation for all employers to provide staff with appropriate levels of training to be able to safely complete the tasks assigned to them. Health services and facilities represent a unique emergency management environment that requires staff to be well versed in the relevant emergency plans and procedures. Basic Fire & Emergency Management Training (FEMT) is provided to Ballarat Health Service (BHS) employees, upon induction and annually, to ensure they can respond appropriately in an emergency.

BHS CEO goal number 2: Staff compliance to basic FEMT is 100%.

  • That all Ballarat Health Services employees complete a basic Fire & Emergency Management Training option annually
  • That all Ballarat Health Services Managers ensure their staff are compliant with the basic FEMT requirement.
  • That there is organisational wide basic FEMT compliance of 100%.

It is recognised that a small number of BHS employees are found on the payroll but do not work for varying periods of time. These include staff who are on permanent or temporary work cover leave as well as staff on extended leave (such as Maternity & Long Service Leave). These staff members are identified and temporarily excluded from the mandatory FEMT requirement until they return to the workplace.

All BHS Staff Members

Every Ballarat Health Services staff member has a professional responsibility to ensure that they complete their FEMT requirement annually

  • All staff members SHOULD complete the requirement as directed by their manager before the annual requirement is due
  • All staff members SHALL complete the requirement immediately if their annual requirement has lapsed
  • Failure to be FEMT compliant may require the staff member to be removed from duties to allow them to complete their FEMT requirement
  • Compliance with this requirement can be achieved by:
  • FEMT Training/Education Sessions (such as Induction, Welcome Event & monthly basic FEMT presentations)
  • FEMT online package (available via BHS intranet or the BHS internet page)
  • Participation in the Fire & Evacuation Drill Program
  • Participation in an emergency management activity that has basic FEMT principles incorporated into that activity
  • Note: The basic FEMT Workbook option is no longer available

All BHS Managers

  • BHS Managers who are assigned Cost Centre responsibility are responsible for ensuring all their designated employees compliances and requirements are achieved, including FEMT annual compliance 
  • BHS managers should demonstrate leadership and commitment to the BHS FEMT requirement program
  • BHS managers MUST ensure that all their employees are compliant with the annual FEMT requirement
  • Managers can review their staff compliance at any time via the Manager Reporting system located on the intranet (Managers Dashboard)
  • Ensure that upon notification of staff approaching their due date (via fortnightly email update) that the employee is directed to complete their requirement
  • Upon notification of staff who have allowed their requirement to lapse ensure that the staff member(s) immediately comply with the requirement
  • Identify staff who may require a temporary exemption and notify the Manager: Emergency Management

FEMT Exemptions

                I.   Temporary Exemption (must be compliant within three months following return to work):

a.   Maternity Leave

b.   Long Service Leave

c.    Prolonged Sick Leave, Prolonged Leave without Pay

d.   Prolonged Sabbatical Leave

e.   Prolonged Work Cover Leave

f.     At the discretion of the Manager: Emergency Management for issues not listed in points a.to e.

               II.   Temporary Exemption (awaiting removal from payroll system):

a.   Who have not been entitled to pay for more than 3 months

                                                 i.   Note: Managers must complete termination processes

b.   At the discretion of the Manager: Emergency Management for issues not listed in point a.

Manager: Emergency Management

        Develops the BHS FEMT requirement program content

        Deliver basic FEMT programs

        Monitor overall FEMT compliance, identify problem areas and resolve any issues

o  Via the BHS Training database

        Manages manual training data entry processes

o  Liaises with relevant BHS managers, such as Payroll, to ensure temporary or permanent exclusions are managed appropriately

        Liaises with IT and other relevant BHS managers to ensure the FEMT compliance database is accurate 

        Report on compliance levels to relevant BHS committees
